Resolution on Chad

RESOLUTION ON CHAD

 

 

The Council of Ministers of the Organization of African Unity, meeting in its Thirty-fourth Ordinary Session in Addis Ababa, Ethiopia, from 6 to 15 February 1980,

 

Having examined the report of the Secretary-General on the question of Chad contained in Doc. CM/1022 (XXXIV),

 

Considering the detailed expose on the prevailing situation in Chad made by the leader of the delegation of Chad,

 

Having also been appraised of the developments in Chad since the Lagos Conference and Accord of August 1979,

 

Bearing in mind that the negotiations at Lagos were essentially the genuine effort of Africa to find a solution to an African problem,

 

Gravely concerned at the deteriorating economic situation in Chad as a result of the unstable political situation prior to the Lagos Conference and in view of its landlocked position, subjected to natural calamity and in particular the drought which affected it since 1973,

 

Convinced of the need to have an OAU Peace Keeping Force in Chad as agreed during the Lagos Conference and for the purpose of maintaining law and order until the formation of an integrated national army of Chad,

 

Aware of the OAU Current Chairman’s appeal to Member States to make voluntary financial contributions for the maintenance of the OAU Peace Force in Chad,

Anxious to ensure the rapid implementation of the Lagos Accord in all its aspects notably the withdrawal of French troops and the demilitarization of the city of N’Djamena,

 

Also concerned at the increasing provocative interferences through articles in the mass media of a certain power in an attempt to discredit the efforts of Transitional National Union Government to establish permanent peace and security in Chad:

 

  1. TAKES NOTE of the Report of the Secretary-General on the question of Chad contained in document CM/1022 (XXIV);

 

  1. APPROVES the dispatch of an OAU Peace Keeping Force from Benin, Congo and Guinea to Chad for the purpose of maintaining law and order as stipulated by the Lagos accord;

 

  1. ACCEPTS the principle that OAU bears the financial responsibility for the African Peace Keeping operation in Chad;

 

  1. Requests the OAU Secretary-General to prepare, with the co-operation of the OAU Advisory Committee on Financial and Budgetary Matters, a provisional budget for financing the costs of the Chad operations to be submitted to the next sessions of the Council of Ministers;

 

  1. URGES further all OAU Member States, which have not yet done so, to pay the minimum voluntary contribution of US$50,000.00 each as requested by the Current Chairman of the OAU;

 

  1. SOLEMNLY APPEALS to all OAU Member States, organization and programmes of the United Nations system to render urgent and effective international assistance to the present government of Chad in accordance with the resolution of the 34th Session of the General Assembly;

  2. WARMLY CONGRATULATES the leaders of Chad for efforts so far deployed to implement the Lagos Accord and thereby establish permanent peace in Chad;

 

  1. CALLS UPON the leaders of Chad to redouble their efforts to implement the remaining elements of the Lagos Accord within the shortest possible time;

 

  1. APPEALS to all neighboring countries of Chad to scrupulously observe that part of the Lagos Accord which deals with the non-interference in the internal affairs of Chad and for the respect of its territorial integrity and national sovereignty;

 

  1. STRONGLY CONDEMNS the provocative interference of foreign powers through the use of their mass media to discredit the Transitional National Government of Chad and undermine its efforts to obtain national unity and peace;

 

  1. REQUESTS the OAU Secretary-General, in collaboration with the UN Secretary-General, to urgently call an International Pledging Conference to seek assistance for Chad;

 

  1. FURTHER REQUESTS the Secretary-General of the OAU to submit a report to the 35th Ordinary Session of the Council of Ministers on the implementation of this resolution.
