Resolution on the Mercenary Aggression Against the Republic of Seychelles

RESOLUTION ON THE MERCENARY AGGRESSION AGAINST THE REPUBLIC OF SEYCELLES


The Council of Ministers of the Organization of African Unity meeting in its Thirty- eighth Ordinary Session in Addis Ababa, Ethiopia from 22 to 28 February, 1982,


Having heard the statement by the Minister of Foreign Affairs of Seychelles on the ignominous and cowardly aggression perpetrated against his country on 25 November 1982 by a group of Mercenaries in the pay of international imperialism,


Considering that this aggression against Seychelles and other acts of aggression perpetrated against other African countries form part of a worldwide strategy of international imperialism to destabilize and reconquer independent and sovereign African States,


Considering that in the carrying out of this strategy the fascist and racist regime of South Africa plays the role of a policeman against the Frontline and other African countries,


Recalling the convention on mercenarism adopted by the Fourteenth Ordinary Session of the Assembly of Heads of State and Government of the Organization of African Unity,


Recalling the United Nations Security Council Resolution 496 (1981) on aggression against the Republic of the Seychelles,


Deeply indignant at this barbaric act and concerned about the grave danger that mercenarism poses to the African peoples and State:

  1. CONGRATULATES the valiant people of Seychelles and their Government on their resounding victory over the vile mercenaries in the pay of international imperialism;


  1. STRONGLY CONDEMNS this armed aggression against the people and the State of Seychelles;


  1. STRONGLY CONDEMNS the fascist and racist regime of South Africa for planning, organizing and financing this barbarous aggression;


  1. VEHEMENTLY DENOUNCES the violation by this group of mercenaries of civil aviation safety regulations and the hijacking of a civilian aircraft together with its passengers;


  1. STRONGLY CONDEMNS South Africa and all countries that support it in carrying out its odious policy of expansionism and repeated acts of destabilization and aggression against independent and sovereign African States;


  1. REAFFIRMS its unflinching support for the Government of Seychelles and its total solidarity with the valiant people of Seychelles in their struggle for the defense of their sovereignty and territorial integrity;


  1. REQUESTS the Secretary-General of the 0AU and the Advisory Committee on Administrative, Budgetary and Financial Matters, to consider the possibility of granting financial assistance to the Republic of Seychelles which suffered from considerable material damage during this aggression;


  1. APPEALS to those Member States which have not yet done so to sign and ratify the 0AU Convention on Mercenarism as early as possible;

  2. FURTHER APPEALS to the United Nations to speed up the drafting of the International Convention against the security, financing and granting of hospitality to mercenaries and guarantee its subsequent signature and ratification by all Member States;


  1. CALLS ON all Member States and the international community to help in the National reconstruction efforts of Seychelles following the serious and widespread damage caused by this armed mercenary aggression;


  1. URGES all Member States to give an unreserved support to the Seychelles Government in any action it may take at the UN and within other International Organizations for the defence of its just cause;


  1. DESIGNATES the following countries to send their representatives at the highest level to support the just claims of the Government of Seychelles during the consideration of the document on the mercenary aggression against its country by the UN Security Council.


The Countries designated are the three African countries which are members of the Security Council, Uganda, Togo, Zaire as well as:


  • ANGOLA

  • ALGERIA

  • BENIN

  • BOTSWANA

  • TANZANIA



  1. REQUESTS the Secretary-General of the OAU to submit a report to the 39th Session of the Council of Ministers on the implementation of this resolution.
