RESOLUTION ON THE EXPULSION OF SOUTH AFRICA FROM THE UNIVERSAL POSTAL UNION (UPU)


The Council of Ministers of the Organization of African Unity, meeting in its Thirty-eighth Ordinary Session in Addis Ababa, Ethiopia from 22 to 28 February 1982.


Having considered the Report submitted on the expulsion of South Africa from the Universal Postal Union as contained in Document CM/1154 (XXXVIII) Add.6,


Recalling United Nations General Assembly Resolution 2426 (XXIII) of 18 September 1968 appealing to all the specialized agencies and to all international organizations to take the necessary steps to stop all financial, economic, technical and other aid to South Africa until it abandons its policy of racial discrimination, as mentioned in the same communication to the UPU Executive Council,


Recalling Resolution C2 of the 1974 Lausanne Congress of the UPU, on the exclusion of South Africa from the 17th Congress of the UPU and from all other congresses and meetings of the Universal Postal Union,


Recalling Further Resolution C6 of the 1979 Rio de Janeiro Congress at which a unanimous decision was taken to expel South Africa from the Universal Postal Union,


Bearing in mind the recent maneuvers now being deployed by some member countries of the UPU, especially the nine member countries of the European Economic Community to reverse the decision taken at Rio de Janeiro under the pretext that it was unconstitutional,

Taking into Account the initiative taken by the Government of Socialist Ethiopia which has come out to strongly condemn the attitude of those member countries of the Union who are mounting propaganda to re-admit the racist regime into the UPU:


  1. REAFFIRMS the provision of Resolution C2 of the 1974 Lausanne Congress and C6 of the 1979 Rio de Janeiro Congress of the Universal Postal Union;


  1. URGES the African Group at all international fora, especially at UPU meetings, to mount a strong campaign aimed at debarring the racist regime of South Africa from being admitted to the UPU;


  1. FURTHER CALLS on the African Group to mount a strong campaign at UPU meetings, especially at the Union’s Congress, so that Resolution C6 meetings on the expulsion of South Africa from the UPU could be continuously repeated and be inserted into all revised Acts of the UPU at subsequent congresses;


  1. CALLS UPON the conference of Plenipotentiaries of the Pan-African Postal Union (PAPU) to exert all possible efforts aimed at harmonizing their views with those of other restricted Unions in the UPU family on this matter;


  1. CALLS ON the Secretary-General to take up the matter personally with the Chairman of the Council of Ministers of the European Economic Community in order to dissuade the Community from pursuing its present diplomatic maneuvers to admit South Africa into the UPU;


  1. FURTHER CALLS on the Secretary-General to communicate to the Director-General of the Universal Postal Union the contents of this Resolution, and to periodically report to the Council of Ministers on its implementation.
