Resolution on the Problems of African Least Developed Countries

RESOLUTION ON THE PROBLEMS OF AFRICAN LEAST DEVELOPED COUNTRIES


The Council of Ministers of the Organization of African Unity meeting in its Thirty- eighth Ordinary Session in Addis Ababa, Ethiopia, from 22 to 28 February 1982,


Having considered the report of the Secretary-General on the Least Developed Countries (LDC’s) contained in Docum ent CM/1175 (XXXVIII),


Recalling its resolution CM/Res. 887 (XXXVIII) adopted at its Thirty-seventh Ordinary Session in Nairobi, Kenya,


Recognizing the significance of the adoption of the SNPA for the LDC’s by the UN conference on LDC’s held in Paris in September 1981,


Recalling UNCTAD resolution 122V outlining the Substantial New Programme of Action for the 1980’s for the Least Developed Countries,


Recalling further Chapter X of the Lagos Plan of Action on the Least Developed African Countries, in particular, the objectives, guiding principles and targets of the Plan,


Noting with serious concern the recent pronouncements by certain aid donors that they would use non-economic criteria to determine the beneficiaries from ODA allocation,


Reiterating Africa’s concern over the serious and deteriorating economic and social situation of the African Least Developed countries,

Taking account of the fact that many LDC’s in Africa are endowed with a considerable variety and quantity of exploitable natural resources, and the need for the development of capabilities at the national and multinational levels among the LDC’s to explore, evaluate and exploit these natural resources:


  1. TAKES NOTE of the report of the Secretary-General on the UN Conference on the Least Developed Countries;


  1. COMMENDS the adoption of the Substantial New Programme of Action (SNPA) for the 1980’s for the Least Developed Countries by the UN Conference on LDC’s held in Paris in September 1981;


  1. APPRECIATES the efforts made by Member States, especially those who are not least developed, in participating in the UN Conference on Least Developed Countries in Paris;


  1. URGES effective support by the international community and the OAU Member States for full implementation of the Substantial New Programme of Action for the Least Developed Countries, bearing in mind the objectives, guiding principles and targets in the Lagos Plan of Action;


  1. URGES further, aid donors to refrain from using non-economic criteria in the allocation of ODA to the LDC’s since this would create discrimination in aid disbursement and thus militate against the full and effective implementation of the SNPA;


  1. AGREES that such review meetings should be open to the participation of all OAU Member States;


  1. URGES further all OAU Member States to participate in the follow-up activities to the Paris Conference, including participation in the review meetings for the African Least Developed Countries;

  2. REQUESTS the Secretariats of the OAU and ECA to participate in all meetings in connection with the monitoring, review and evaluation of the SNPA and to continue to provide in collaboration with UNCTAD all possible technical assistance to African LDC’s for these activities;


  1. SUPPORTS fully, the effort of the General Secretariat of the OAU to participate in various negotiations within the UN system, on issues that affect the LDC’s;


  1. REQUESTS further, the Secretary-General of the OAU in co-operation with the Executive Secretary of ECA, to submit periodic reports to the Council on the implementation of this resolution.
