CM/Res.926 (XL) RESOLUTION ON THE 1984/85 OAU BUDGET AND PROGRAMME

The Council of Ministers of the Organization of African Unity, meeting in its Fortieth Ordinary Session in Addis Ababa, Ethiopia, from 27 February to

5 March 1984,



Having examined the Financial Report of the Secretary-General a.i. on the budget performance for 1983/84 as contained in Document CM/1224 (XL), the Report of the External Board of Auditors on the Accounts in Document CM/1225 (XL)

Rev.1, the Statement of Outstanding Contributions to the OAU Regular Budget as at February 24, 1984 contained in Document CM/1223 (XL) Rev.2, the Report of the Advisory Committee on Administrative, Budgetary and Financial Matters contained in Document CM/1234 (XL) Rev.1, as well as the Draft Programme and Budget for the 1984/85 Financial Year,


Having heard the lucid report presented by the Chairman of the Advisory Committee contained in Document CM/1234 (XL) Rev.1 on the Committee’s Thirty - seventh Ordinary Session,


Having closely examined the Secretary-General’s Draft Budget and Programme for the 1984/85 Financial Year contained in Document CM/1224 (XL),


Desirous to ensure strict adherence to proper financial management of the Organization and the maximum utilization of existing personnel,


Anxious to realize the maximum benefits from existing OAU Institutions and personnel and the need to guard against the proliferation of Institutions,


Mindful of the need to recruit competent and qualified Africans into services of the OAU,

Conscious of the economic crisis facing all the OAU Member States,



Deeply concerned over the mounting arrears of contributions and the need for urgent action to resolve this serious problem which threatens to paralyze the activities of the OAU General Secretariat:


  1. CONGRATULATES the OAU Current Chairman on the initiatives he has continued to take in appealing to Member States to pay their arrears of contributions and their portion of the current budget and CALLS UPON him to once more use his good offices to urge his colleagues, the Heads of State and Government to meet their countries’ financial obligations to the OAU;


  1. CONGRATULATES those Member States that have fully met their financial obligations to the OAU;


  1. EXPRESSES ITS APPRECIATION to the Members of the Board of External Auditors and the Advisory Committee for their commendable work and vigilance;


  1. COMMENDS the OAU General Secretariat for the efficient financial management of the Organization and REQUESTS it to ensure an even more prudent use of the available funds;


  1. APPEALS to those Member States which have not yet done so to honor their financial obligations to the Organization by paying up their arrears of contributions and their contributions to the current budget;


  1. URGES the Secretary-General to get into direct contact with Member States with a view to calling upon them to honor their financial obligations to the OAU as stipulated in Article 97 of the OAU Financial Rules and Regulations;

  2. CALLS UPON the Secretary-General to ensure the strictest austerity measures in the execution of the budget;


  1. CALLS UPON the Advisory Committee and the General Secretariat to take due note of the particularly difficult economic situation facing Member States by ensuring greater austerity while preparing future budgets;


  1. REQUESTS the Secretary-General to review the existing institutions of the Organization with a view to recommending institutions that can be abolished without detriment to the operations and activities of the Organization;


  1. FURTHER REQUESTS the Secretary-General to review the present staff situation in the General Secretariat and the Regional and Sub-Regional Offices and to present a report on the measures taken to reduce costs without that unduly affecting the smooth running of the Organization;


  1. ADOPTS the report of the Advisory Committee on Administrative, Budgetary and Financial Matters (Document CM/1234 (XL) Rev.1), APPROVES the 1984/85 Programme and ADOPTS the budget of 25,305,171,00 US Dollars for the Headquarters of the General Secretariat and its Regional and Sub-Regional Offices.
