Resolution on Afro-Arab Co-operation


CM/Res.933 (XL) RESOLUTION ON AFRO-ARAB CO-OPERATION

The Council of Ministers of the Organization of African Unity meeting in its Fortieth Ordinary Session in Addis Ababa, Ethiopia from 27 February to 5 March 1984,


Having carefully examined the Report of the Secretary-General a.i. on Afro-Arab Co-operation (DOC.CM/1213(XL) Rev.1,


Bearing in mind the Declaration and the Programme of Action as well as the other decisions and Resolutions adopted by the First Afro-Arab Summit held in Cairo, Egypt in March 1977,


Recalling the relevant provisions of Resolutions CM/Res.721 (XXXIII), CM/Res. 770(XXXIV) Rev.1,


Reiterating its total commitment and constant readiness to seek ways and means of achieving Afro-Arab Co-operation as defined by the First Afro-Arab Summit in Cairo,


Expressing regrets at the inability of certain bodies of the Afro-Arab Co-operation to meet during the present phase of the realizations of this co-operation, resulting in the inactivity of the Joint Executive Bodies:


  1. TAKES NOTE of the Report of the Secretary-General a.i. (Doc.CM/1213 (XL);


  1. CONGRATULATES the two Secretaries-General of the OAU and of the Arab League on their constant efforts to realize the ideals and objectives of Afro-Arab Co-operation;

  1. COMMENDS the Standing Commission for the work it has accomplished and ENDORSES the conclusions and recommendations of the Fifth and Sixth Sessions of this Joint body as contained in Document CM/1213 (XL) Rev.1;


  1. CONGRATULATES the Arab Bank for the Economic Development of Africa (BADEA) on the efforts it has deployed so as to strengthen active solidarity between the African and Arab countries and URGES it to pursue and intensify its efforts to expand the field of Afro-Arab Co-operation;


  1. EXPRESSES APPRECIATION to the Standing Commission for taking into consideration the Lagos Plan of Action and the Amman Strategy as part of the implementation of the Afro-Arab Co-operation;


  1. DECIDES to devote all individual and collective efforts to the promotion of the Afro-Arab Co-operation;


  1. EXPRESSES SATISFACTION at the direction given to the Afro-Arab Co- operation as part of the concerted efforts to implement the Lagos Plan of Action and the Amman Strategy within the context of the complementarity of the economies of two regions, and URGES BADEA and Arab Funds for development to assist the OAU in its efforts to help Member States implement the Lagos Plan of Action and the Final Act through the creation of the African Economic Community;


  1. AUTHORIZES the Secretary-General to take the necessary steps to alert Arab and African Financial and Economic Institutions to the efforts made by OAU Member States towards the creation of a regional economic entity - the African Economic Community;


  1. CALLS UPON the OAU Secretary-General to immediately engage in the necessary consultations with his counterpart of the Arab League so as to co- ordinate in the course of 1984 the preparations for the holding of the Seventh

Session of the Standing Commission and the Second Afro-Arab Ministerial Conference which inter-alia will decide on the date and place of the next Afro-Arab Summit;


  1. TAKES NOTE, once again, of the invitation of the Socialist People’s Libyan Arab Jamahiriya to host the Seventh Session of the Standing Commission and the Second Joint Afro-Arab Ministerial Conference at dates to be fixed after consultations between the two Secretariats, without prejudice, however, to the provisions of Paragraph 3 of Resolution CM/Res.770 (XXXIV);


  1. DECIDES to renew the OAU Group of Twelve for Afro-Arab Co-operation as follows:


Central Africa: Angola, Congo Northern Africa: Morocco, Tunisia Eastern Africa: Tanzania, Mauritius Southern Africa: Swaziland, Mozambique

Western Africa: Ghana, Guinea, Upper Volta, Sierra Leone
