RESOLUTION ON THE FORMULATION AND IMPLEMENTATION OF A PROGRAMME FOR THE INDUSTRIAL DEVELOPMENT DECADE FOR AFRICA


The Council of Ministers of the Organization of African Unity meeting in its Fortieth Ordinary Session in Addis Ababa, Ethiopia from 27 February to 5 March 1984,


Recalling its Resolution CM/Res. 886 (XXXVII) of June 1981 concerning Industrial Development in Africa,


Recalling further the proclamation in the Lagos Plan of Action and the United Nations General Assembly Resolution 35/66B of December 1980 of the years 1980 to 199O as the Industrial Development Decade for Africa,


Taking note of Resolution 1 (VI) adopted by the Sixth Conference of African Ministers of Industry in November 1981, on the formulation and implementation of a programme for the industrial Development Decade for Africa,


Taking further note of Resolution 442 (XII) adopted by the ECA Conference of Ministers at its Seventeenth Session on 30 April 1982 on the Industrial Development Decade for Africa,


Taking note also Resolution 55 (XVI) adopted by the Industrial Development Board of UNIDO at its Sixteenth Session on 28 May 1982,


Considering that effective implementation of the Lagos Plan of Action will to a large extent depend on the sustained development of industry in accordance with the objectives and modalities of the Industrial Development Decade for Africa,

Convinced that the effective implementation of the Decade Programme will reduce the vulnerability of African countries to the deepening world economic crises as well as contribute to accelerated economic development in Africa,


Concerned with the fact that the funds originally earmarked by the United Nations Development Programme as its contribution towards the implementation of the Decade objectives may now not be available:


  1. TAKES NOTE of the report of the Secretary-General a.i. on the formulation and implementation of a programme for the Industrial Development Decade for Africa, in Document (CM/1201 (XL) Rev.1);


  1. COMMENDS the close co-operation and joint action of the Secretariats of OAU, ECA and UNIDO in carrying out of the decision of the Sixth Conference of African Ministers of Industry on the implementation of the IDDA programme;


  1. CALLS UPON all Member States to urgently intensify their individual and collective efforts to mobilize all the required resources for implementing the Decade Programme at all levels in order to lay a foundation for self-reliance and self-sustainment;


  1. CALLS UPON all the relevant African Organizations and institutions, especially the African Development Bank, to accord high priority to African industrialization in the context of their individual programme of activities;


  1. URGES the international community, the United Nations system especially the UNDP and UNIDO, to give increased assistance to African countries in their effort to implement industrial programmes and projects within the framework of the IDDA;


  1. URGES all Member States to participate actively in the detailed negotiations during the preparation for UNIDO IV; since it is only through such

participation that Africa would be able to contribute to shaping the future structure of UNIDO particularly its decision-making system;


  1. REQUESTS the Secretary-General to take all the necessary measures to strengthen OAU’s participation in the implementation of the IDDA programme in co-operation with the ECA and UNIDO;


  1. RECOMMENDS to the Assembly of Heads of State and Government at its 20th Ordinary Session to endorse the programme for the Industrial Development Decade for Africa.
