Resolution on Technical Co-operation among African Countries and on the Establishment of the OAU Fund for Technical Co-operation among the Member States

RESOLUTION ON TECHNICAL CO-OPERATION AMONG AFRICAN COUNTRIES AND ON THE ESTABLISHMENT OF THE OAU FUND FOR TECHNICAL CO-OPERATION AMONG THE MEMBER STATES


The Council of Ministers of the Organization of African Unity, meeting in its Fortieth Ordinary Session in Addis Ababa, Ethiopia from 27 February to 5 March 1984,


Having considered the OAU/UNDP Joint Report on Technical Co-operation among African countries Doc.CM/1210 (XL) Rev.3 as well as the report of the Secretary- General on practical modalities for the establishment of the Fund for Technical Co- operation among OAU Member States (Doc. CM/1211 (XL) Rev.1),


Recalling the decisions and other provisions contained in Resolution CM/Res.412

(XXIV) adopted by the Twenty-fourth Ordinary Session of the Council in February 1975, Addis Ababa,


Guided by the ideals and principles of the Inter-African Convention on the Establishment

of a Technical Co-operation Programme adopted by the OAU Summit Conference in

Kampala in August 1975,



Recalling the provisions of Resolution CM/Res.850 (XXXVI) adopted by the Council of Ministers in Addis Ababa in 1981,


Bearing in mind the provisions of paragraph 264 of the Lagos Plan of Action on the establishment of new African Multinational Institutions,


Aware of the Nairobi Recommendations for a Programme of Technical Co- operation

among African countries (Nairobi, 12 20 May 1980),



Committed to strengthen technical co-operation programmes among OAU Member States in the spirit of individual and collective self-reliance in keeping with the Lagos Plan of Action and the Final Act:


  1. TAKES NOTE of the report of the OAU Secretary-General Doc CM/1211 (XL) Rev.1 as well as the OAU/UNDP Joint Report on Technical Co- operation among OAU Member States; (Doc. CM/1210 (XL) Rev.1);


  1. COMMENDS the joint efforts of the OAU General Secretariat and the UNDP to promote and reinforce technical co-operation programmes among the OAU Member States;


  1. STRONGLY URGES the UNDP to harmonize and co-ordinate its TCDC activity programme with those of the OAU with a view to assisting the OAU Member States to achieve individual and collective self-reliance at national, sub-regional and continental levels in the area of Inter-African technical co- operation;


  1. TAKES NOTE of the draft statutes on the establishment of the Fund for Technical Co-operation among the OAU Member States as contained in Doc. CM/1211 (XL) Rev.1 and REQUESTS the OAU Secretary-General to carry out, in the light of the remarks made by this Council, a more detailed study of the said document in particular on the modalities of financing the Fund and transmit it immediately to all Member States which should communicate their views to the Secretariat before September 1984;


  1. URGES all OAU Member States who have not yet done so, to take all necessary steps with a view to ratify the Inter-African Convention on the drawing up of a Technical Co-operation Programme in order to facilitate its implementation;

  2. REQUESTS FURTHER the OAU General Secretariat to study in collaboration with the UNDP, ADB and other competent African and International Organizations all the required operational modalities and procedures of co-ordinating their efforts in order to implement effectively the Kampala Convention and various OAU resolutions on Technical Co- operation, with special attention to the nature and origin of resources of the OAU Fund for Technical Co-operation among African countries to be established as provided for by Resolution CM/Res.412 (XXIV);


  1. REQUEST the Secretary-General to make the necessary contacts with UNDP in order to obtain required financial and technical assistance to the OAU General Secretariat in its effort to implement the Kampala Convention;


  1. REQUESTS the OAU Secretary-General to sensitize at the appropriate time all the International Organizations/Agencies of the UN System, mainly the UNDP, as well as Governmental and non-Governmental Organizations, such as ADB, BADEA, Arab Development Funds to contribute generously to the OAU Fund for Inter-African Technical Co-operation;


  1. REQUESTS the OAU General Secretariat to undertake, in collaboration with the assistance of the UNDP, the necessary studies in order to establish an inter-governmental follow-up and co-ordination committee entrusted with monitoring progress in the area of technical co-operation among African countries;


  1. REQUESTS the OAU Secretary-General to report on the implementation of this resolution to the Forty-second Session of the Council.
