Resolution on the Establishment of an African Rehabilitation Institute (ARI)

RESOLUTION ON THE ESTABLISHMENT OF AN AFRICAN REHABILITATION INSTITUTE (ARI)


The Council of Ministers of the Organization of African Unity meeting in its Fortieth Ordinary Session in Addis Ababa, Ethiopia from 27 February to 5 March 1984,


Having considered the report of the Secretary-General a.i. on the activities of the Ad-Hoc Ministerial Committee of Five on the establishment of an African Rehabilitation Institute for Disabled Persons in Africa as contained in Document CM/1237 (XL),


Having further examined the recommendations of the said Committee,



Recalling Resolutions CM/Res.834 (XXXVI) and CM/Res.875 (XXXVII) adopted by the Council of Ministers on the Establishment of an African Rehabilitation Institute for the Disabled Persons,


Conscious of the urgent need to establish an African Rehabilitation Institute for Disabled Persons in Africa:


  1. TAKES NOTE of the report of the OAU Secretary-General a.i. and the efforts deployed by the Ad-Hoc Ministerial Committee of Five;


  1. REAFFIRMS its approval in principle for the establishment of the Institute;



  1. REQUESTS the OAU Secretary-General to pursue his efforts in finding appropriate and practical ways and means of ensuring the successful establishment of the proposed Institute as well as the five regional branches;

  1. CALLS ON the OAU Secretary-General in co-operation with the Ad-Hoc Ministerial Committee to undertake once again a more comprehensive and more objective study covering the administrative, financial and other aspects of the establishment of ARI and its five branches;


  1. FURTHER CALLS UPON the Secretary-General to forward to all Member States the draft agreement on the establishment of the African Rehabilitation Institute (ARI) for their comments and observations and to submit the amended draft as well as a report on progress made on the issue, to the 42nd Session of the Council of Ministers;


  1. FURTHER REQUESTS the General Secretariat to continue its contacts with International Organizations and donor agencies, in particular UNDP, with a view to finalizing negotiations on the financial and technical assistance required for the establishment of the African Rehabilitation Institute and its five branches;


  1. URGENTLY CALLS UPON the Advisory Committee of the OAU to continue to approve its financial contributions to assist the Institute during its take-off period.
