RESOLOUTION RELATING TO THE COMPOSITION OF THE OAU ADVISORY COMMITTEE ON ADMINISTRATIVE,

BUDGETARY AND FINANCIAL MATTERS



The Council of Ministers of the Organization of African Unity meeting in its Forty- first Ordinary Session in Addis Ababa, Ethiopia from 25 February to 4 March 1985,


Considering the financial regulations of the Organization of African Unity (CM/836

(XXXI) Rev.5) Annex III,) particularly its Article 30 relating to the setting up by the Council of Ministers, of an Advisory Committee and a Sub-Committee on Administrative, Budgetary and Financial Matters,


Convinced of the importance of the functions entrusted to the Advisory Committee on Administrative, Budgetary and Financial Matters, stipulated in Article 84 of the same financial regulations,


Considering the discriminatory nature of the second operative paragraph of the Resolution CM/528 (XXVIII) with regard to the Member States of the Organization of African Unity, not represented in Addis Ababa,


Desirous of preserving the interest and the equality of rights of all the Member States within the Organization of African Unity and its organs,


After examining the report of the Advisory Committee on Administrative, Budgetary and Financial Matters (Document CM/1248 (XXXIX),


DECIDES:



  1. to revoke the second operative paragraph of Resolution CM/528 (XXXIII);

  1. that henceforth all OAU Member States should serve on the Advisory Committee on Administrative, Budgetary and Financial Matters;


  1. that the quorum should be formed by two-thirds majority of the Member States represented in Addis Ababa;


  1. that in conformity with Paragraph (c) of Article 84 of the Financial Regulations, the rules of procedure should be amended accordingly;


  1. that the Sub-Committee on Administrative, Budgetary and Financial Matters be composed of Member States represented in Addis Ababa.
