Resolution Relating to the OAU-HOC Committee on Contribution and the Scale of Assessment

RESOLUTON RELATING TO THE OAU AD-HOC COMMITTEE ON CONTRIBUTION AND THE SCALE OF ASSESSMENT


The Council of Ministers of the Organization of African Unity meeting in its Forty- first Ordinary Session in Addis Ababa, Ethiopia from 25 February to 4 March 1985,


Having examined the report of the Chairman of the OAU Ad-Hoc Committee on the financial problem facing the OAU on account of unpaid contributions due from the Member States as contained in Document No. CM/1256 (XLI),


Considering the fact that some Member States feel that the Scale of Assessment as contained in Resolution CM/Res.903 (XXXVII) adopted by the Thirty-seventh Ordinary Session of the Council of Ministers held in Nairobi from 15 to 21 June 1981 is unfair to them,


Conscious of the importance of the financial responsibilities of the OAU in general and its obligation with regard to the implementation of the Lagos Plan of Action and the Final Act of Lagos in particular;


  1. APPEALS to the Member States of the OAU to show more concern for the solvency of the OAU and the collective integrity of its members by regularly honoring their financial obligations to the Organization;


  1. URGENTLY APPEALS to the Member States which contest the Scale of Assessment or any other state which so desires, to forward to the General Secretariat all concrete technical suggestions for the future review of the OAU Scale of Assessment;


  1. INVITES Member States to furnish the General Secretariat with exact information on their population, gross national product, national income,

gross domestic product per capita income, budgetary revenue and public expenditure, their balance of payments situation their liquid assets and other relevant data;


Since these statistical data must be furnished annually,



  1. INVITES the Ad-Hoc Committee to take into consideration Article 23 of the OAU Charter in the future evaluation of the Scale of Assessment;


  1. URGES the Secretary-General a.i. of the OAU to send quarterly reminders to Member States on the status of their contributions to the Organization and to continue with his personal contacts at the level of the Heads of State and Government to ensure that their countries’ contributions have been paid.
