Resolution on Economic Problems of Africa


CM/Res.963 (XLI) RESOLUTION ON ECNOMIC PROBLEMS OF AFRICA

The Council of Ministers of the Organization of African Unity meeting in its Forty- first Ordinary Session in Addis Ababa, Ethiopia from 25 February to 4 March 1985,


Recalling Resolution AHG/Res.132 (XX) adopted by the Assembly of Heads of State and Government at its Twentieth Session on Africa’s Economic Problems,


Having considered the report of the First Meeting of the Steering Committee established by the Assembly of Heads of State and Government by Resolution AHG/Res.132 (XX) and in particular the draft economic agenda items contained therein,


Taking into account all the views expressed at this present Session on the report of the Steering Committee and on the draft proposed economic agenda items for the 21st Assembly of Heads of State and Government,


Recognizing the need for a careful preparation for the Twenty-first Assembly of Heads of State and Government in particular the selection of priority issues and identification of concrete measures to deal with both the emergency situation and long-term structural problems confronting African countries,


Mindful of the need to involve fully the ECA Conference of Ministers responsible for economic planning in Africa in the preparation for the Twenty-first Assembly, and any other African or international Conferences on African economic issues,


Reaffirming its commitment to the objective, principles and guidelines on the development strategy of the Lagos Plan of Action and the Final Act of Lagos:

  1. TAKES NOTE WITH APPRECIATION of the report of the first meeting of the Steering Committee contained in Document CM/1284 (XLI) and the proposals therein;


  1. AGREES that detailed preparations for the Twenty-first Assembly should be based on the priority areas and issues included in the proposed draft agenda set out in this report of the Steering Committee;


  1. URGES the ECA Conference of Ministers responsible for economic planning in Africa to focus its deliberations on the issues in the draft agenda and to recommend concrete measures to be taken including proposals for the

follow-up and monitoring;



  1. CALLS ON THE ADB and any other UN and International Economic Institutions to provide input into the preparations for the Twenty-first AHG within their respective fields of competence and on the basis of the draft agenda proposed by the Steering Committee;


  1. URGES FURTHER the Steering Committee at its Second Meeting to take fully into account the recommendations emerging from this Session as well as the forthcoming ECA Conference of Ministers and to finalize the preparatory arrangements including documentation for the Twenty-first Assembly of Heads of State and Government;


  1. INVITES Member States wishing to do so to submit written proposals to the Secretary-General by the end of April 1985 for consideration by the Steering Committee;


  1. REQUESTS the Secretary-General a.i. of the OAU and the Executive Secretary of ECA to continue to provide technical support to the Steering Committee.
