Resolution on the International Hydrogeologic Programme of Cartography for Africa (IHPCA)

RESOLUTION ON THE INTERNATIONAL HYDROGEOLOGIC PROGRAMME OF CARTOGRAPHY FOR AFRICA (IHPCA)


The Council of Ministers of the Organization of African Unity meeting in its Forty- first Ordinary Session in Addis Ababa, Ethiopia, from 25 February to 4 March 1985,


Having heard the progress report of the OAU Secretary-General a.i. and that of the Secretary-General of the Association of African Cartography “AAC” on the International Hydrogeologic Programme of Cartography for Africa (IHPCA) since its Fortieth Session in conformity with Resolution CM/Res.945 (XL),


Recalling its Resolutions CM/Res.336 (XXIII), CM/Res.450 (XXV), CM/Res. 702

(XXXII) and particularly Resolution CM/Res.945 (XL) adopted at its Fortieth Session,


Expressing its appreciation for the significant progress made by the AAC in the implementation of this programme:


  1. CONGRATULATES the Secretary-General of the Association of African Cartography on the highly commendable efforts he has made, in spite of the limited financial and human resources placed at his disposal, for the execution of the OAU Project to draw the International Hydrogeological Map of Africa;


  1. FULLY APPROVES the fundamental guidelines of the IHPCA as stated in the preliminary study undertaken by the OAU, and the recommendations of the Second Meeting of Experts held in Dakar in December 1983;


  1. REQUESTS the OAU Secretary-General to give top priority to this programme, provide the AAC with the necessary financial assistance and

ensure the full participation of the OAU in all AAC activities relating to this programme;


  1. CALLS UPON African countries to include IHPCA in their programmes; co- operate fully with and contribute to AAC both in data collection and the execution of the said programme:


  1. REQUESTS African countries which have not yet done so, to urgently appoint their national IHPCA correspondent to give him the necessary mandate to act effectively and in collaboration with the AAC in all matters pertaining to the speedy execution of the IHPCA Projects;
