RESOLUTION ON INDUSTRIAL DEVELOPMENT



The Council of Ministers of the Organization of African Unity, meeting in its Fifty- second Ordinary Session in Addis Ababa, Ethiopia, from 3 to 8 July 1990,


Recalling Resolution AEG/Res.180 (XXV) by which the Assembly of Heads of State and Government inter-alias solemnly proclaimed the period 1991 to 2000 as the Second Industrial Development Decade for Africa, and 20 November as the Africa Industrialization Day with effect from 1990,


Recalling further Resolution 44/237 of the United Nations General Assembly and Resolution GC.3/10 of the Third General Conference of the United Nations Industrial Development Organization (UNIDO) relating to the proclamation of a Second IDDA,


Highly conscious of the pivotal role of industrialization in promoting African economic integration and development and of the need for all Member States and African Organization to accord high priority to accelerated industrialization through intra -African cooperation,


Concerned about the impact of the economic crises which is still being felt in Africa, and the consequent slow pace of African economic recovery and rehabilitation, despite the effort deployed by African countries:


  1. TAKES NOTE of the report of the Secretary-General on the Third General Conference of UNIDO that was held in Vienna in November 1989 (Doc. CM/1613 (LII));


  1. ESPRESSES APPRECIATION to the UN General Assembly for proclaiming a Second Industrial Development Decade for Africa, and for providing financial support to ACA, for its preparatory activities;


  1. EXPRESSES APPRECIATION to UNIDO for its contribution to Africa’s industrialization effort, in particular for its increased technical assistance delivery and for allocating 8.6 million US Dollars to the program for the Industrial Development Decade for Africa;


  1. COMMENDS the measures taken by the Director General of UNIDO to strengthen the Coordinating Unit for the IDDA and URGES him to provide that Unit with increases, financial and human resources so as to enable it to contribute to the success of the Second IDDA;

  1. URGES all African countries and inter-governmental organizations to formulate their programs for the Second IDDA in accordance with the timetable established for that purpose and to prepare activities, with the full involvement of the relevant sectors of the society, in commemoration of the Africa Industrialization Day starting from 20 November 1990;


  1. REQUESTS the Secretary-General, in cooperation with the Executive Secretary of ECA and Director General of UNIDO to assist African countries and organizations in the preparation of programs and activities for the Second IDDA, as well as in the commemoration of the Africa Industrialization Day, and to monitor closely its implementation;


  1. REQUESTS FURTHER the Secretary-General in cooperation with the Executive Secretary of ECA and Director Council of UNIDO to ensure that African preparation for the Fourth UNIDO General Conference starts on time, and to report on the implementation of this resolution at its Fifty -fourth Ordinary Session.
