RESOLUTION ON THE ACTIVITIES OF THE SCIENTIFIC COUNCIL FOR AFRICA (CSA)


The Council of Ministers of the Organization of African Unity, meeting in its Fifty -third Ordinary Session in Addis Ababa, Ethiopia, from 25 February to 1 March 1991,


Having considered the Report of the Eighth Session of the Scientific Council for Africa (CSA) held in Lome, Togo, from 28 May to 1 June 1990, dealing notably with the status of the implementation of the recommendations of the Seventh Session of the CSA held in 1986 in Nairobi, Kenya,


Gratified by the progress made since then by the OAU/STRC in all areas of its competence: animal health and production, phyto-sanitary control, agricultural development, scientific research, etc.,


Aware, however, of the immense tasks yet to be accomplished to ensure a better development of the continent’s natural resources in the face of the inadequate financial resources available to the Technical and Scientific Research in Africa:


  1. TAKES NOTE with satisfaction of the request of the Secretary-General and CONGRATULATES members of the CSA on the quality of their work and the relevance of their recommendations and ENCOURAGES the STRC in its task to implement the technical and scientific research policy, and coordinates the related activities;


  1. HOWEVER DEPLORES the obvious slowing down in activities

connected with Soil Sciences important factor for agricultural development – as a result of the almost total destitution of this sub -sector in human, material, as well as financial resources;


  1. EXPRESSES its gratitude to all International Organizations and friendly countries for their constant support for STRC programs;


  1. INVITES the Secretary-General of the OAU to:


    1. Evaluate STRC’S scientific and technical polity to date;


    1. Re-examine objectively and urgently with the held of the Ad-Hoc Committee of 14, the restructuring of the STRC bearing in mind the Proposed establishment of the African Economic Community, and the Recommendations of the 8th CSA Session;


© Take all appropriate steps to ensure the strengthening of international cooperation;

  1. Ensure the contribution of the Organization to the operations of the African Center for Fertilizer Development;


  1. Take the necessary measures to revitalize the Fouta-Djallon Project, under the supervision of the STRC;


  1. Support and sustain the STRC Program to stimulate the Oceanography and Fisheries sub-sectors;


  1. Adapt the effective execution of Soil Science activities to actually available resources, including where necessary the redeployment of the staff;


  1. Strengthen the financial and technical resources of the Inter-African Phyto-sanitary Council;


  1. Deploy every effort to strengthen and restructure the SAFGRAD Coordination Office and assume full responsibility for the office;


  1. INVITES Member States to:


    1. Sign and ratify the Convention for the establishment of the African Center for Fertilizer Development;


    1. Cooperate in the revitalization of the activi ties connected with soil sciences particularly the Journal “African Soils”;


© Support UNESCO in implementing its UNESCO/ADB training Project for the integration of Science and Technology into the process Of Economic, Social and Cultural Development of African Countries;


  1. Equip themselves with operational and reliable national phyto- sanitary structures and infrastructures;


  1. Support and cooperate closely with SAFGRAD.


  1. WHILE THANKING INTERNATIONAL ORGANIZATION, URGES TO:


    1. Maintain and strengthen their technical, material and financial assistance to the OAU and its specialized institutions in their efforts

to establish the economic social and cultural development on solid and durable foundations.
