Recommendations on the decolonisation of the Saharawi Arab Democratic Republic

The Pan-African Parliament,DEEPLY CONCERNED by the stalling of the decolonization of the Saharawi Arab Democratic Republic;RECALLING that Western Sahara is currently recognized by over seventy countries and is a member of the African Union and the only and last colony of the Union;NOTING the series of resolutions adopted by the UN Security Council and the UN General Assembly, as well as a landmark 1975 advisory ruling by the International Court of Justice, which reaffirmed the right of the people of Western Sahara to self-determination;RECALLING the Report of its Fact-Finding Mission to the Saharawi Arab Democratic Republic in July 2011 which is based on its Resolution adopted during the Fourth Ordinary Session of the Second Parliament in May 2011;PAYING TRIBUTE to the Government and the people of Algeria for the continued support they have rendered to both the Saharawi people and their government in exile;FIRMLY CONDEMNING the Human rights abuses and violations by the Moroccan authorities in the Saharawi occupied territories by Morocco which are reported to be ongoing unabated and the complete media blackout imposed on the Sahrawi people in those areas;
THEREFORE RECOMMENDS THAT:
1.The African Union through its Peace and Security Council should urge its member States to impose sanctions or other appropriate leverage to force the Moroccan regime to abide by the UN mandates that it has up until now disregarded.
2.The African Union should speak out in condemnation of the on-going human rights violations and abuses on the people of Saharawi by Moroccan authorities in the occupied territories including cleaning up of landmines;
3.The International Community should urgently address the humanitarian condition of displaced and refugees through action that will end their sufferings.
