Recommendations on transitional justice

Considering that society requires a full range of processes and mechanisms in an attempt to come to terms with a legacy of large-scale past abuses, ensure accountability, serve justice and achieve reconciliation;Noting that the objectives for transitional justice include providing victims a public platform, holding perpetrators accountable, strengthening the rule of law, providing victims with compensation, effecting institutional reforms, Promoting reconciliation and Promoting public deliberations within a national and regional context;Appreciating that the Department of Political Affairs of the AU has embarked on a process to develop an African Union Transitional Justice Policy Framework;
The Pan African Parliament Recommends that:
1.The Pan African Parliament members mobilize their National Parliaments for the adoption and popularization of the transitional justice policy framework;
2.The AU develops guidelines for establishment of truth commissions in Africa;
3.The AU develops guidelines for implementation of reparations for victims of abuses.
4.Member States ratify the amended Protocol of the African Court on Human and Peoples’ Rights and ensure its greater jurisdiction as well as promote the mechanisms of transitional justice on the Continent.
