Resolution on the development of a Continental Code of Conduct on the Use and Exploitation of National Resources and Environmental Protection

The Pan-African Parliament1.HIGHLY CONCERNED with the rampant and unplanned exploitation of Africa’s natural resources;2.NOTING that often times such exploitation is carried out with the consent of state governments and other official bodies;3.FURTHER NOTING the widespread lack of environmental protection and over exploitation of the continent’s natural resources which have led to desertification of some parts of the continent;4.FURTHER NOTING the absence of Continental Regional policy Programmes for environmental protection and efficient utilisation of natural resources;5.CONSIDERING the urgency to put a stop to this kind of trafficking of Africa’s natural resources and widespread lack of environmental protection so as to provide a basis for Africa’s Economic Recovery;
THEREFORE RESOLVES
(a)that the African Union develops a Continental Code of Conduct on the Use and Exploitation of the Natural Resources to be implemented, alongside instruments such as the Environment Benefit index (EBI), by Member States through legislation in their respective national territories;
(b)that each Member State annually reports to the African Union its adherence to the said Code of Conduct; and
(c)that the African Union designs continental policy programmes for environmental protection and efficient utilisation of the natural resources for adoption by Members States and Regional Economic Communities.
