Resolution on the holding of autonomous election observation missions

The Pan-African Parliament,Considering that elections are an essential element of democracy enabling the deep aspirations of African peoples to be met;Considering that elections in Africa must comply with the universal principle of transparency and that the organization of proper elections constitutes a guarantee of stability and peace;Considering that the Pan-African Parliament has in the past carried out election observation missions that were unanimously believed to be independent and credible;Taking into consideration that the participation of the Pan-African Parliament in joint election observation missions under the aegis of the African Union Commission does not conform to its mandate;
Calls for the institution of autonomous election observation missions.Adopted at Midrand, South Africa18 May 2017
