DECISION ON THE AFRICAN CANDIDATURES WITHIN
THE INTERNATIONAL SYSTEM

The Executive Council,

1. TAKES NOTE of the Report of the Ministerial Committee on African Candidatures within the International System;

2. ENDORSES:

i) the candidature of Ambassador Kongit Sinegiorgis of the Federal Democratic Republic of Ethiopia for membership of the United Nations Joint Inspection Unit for the period 2016-2021;

ii) the candidatures of the Republic of Senegal for the post of Non-Permanent Member of the United Nations Security Council for the period 2016-2017;

iii) the candidatures of the Arab Republic of Egypt; for the post of Non-Permanent Member of the United Nations Security Council for the period 2016-2017.

3. TAKES NOTE and decides to defer consideration of the following candidatures:

i) The candidature of Mrs Mmasekgoa Masire-Mwamba of the Republic of Botswana for election to the post of Secretary General of the Commonwealth for the period 2016-2020 during the election to take place in November 2015 at Malta, to the session of June 2015. The Committee noted her endorsement by the African group in London. The Committee urged AU Member States to render political support to this candidate;

ii) The candidature of the Arab Republic of Egypt for the post of Member of the UNESCO World Heritage Committee to the session of June 2015;

iii) The candidature of the Republic of South Africa for the post of Member of the Executive Board of UNESCO for the period 2015-2019 during elections scheduled to take place in Paris at the 38th General Conference of UNESCO in November 2015, to the session of June 2015,

iv) The candidature of the Republic of Senegal for the post of Member of the Executive Board of UNESCO for the period 2015-2019 during elections scheduled to take place in Paris at the 38th General Conference of UNESCO in November 2015, to the session of June 2015;

v) the candidature of the Republic of Seychelles for the post of Non-Permanent Member of the United Nations Security Council for the period 2017-2018 to the session of January 2016;

vi) the candidature of the Federal Democratic Republic of Ethiopia for the post of Non-Permanent Member of the United Nations Security Council for the period 2017- 2018, to the session of January 2016;

vii) The candidature of the Republic of Tunisia to the membership of the United Nations Human Rights Council for the period 2017-2019 at the elections scheduled for November 2016 at the 71st, session of the United Nations General Assembly, to the session of January 2016.

4. TAKES NOTE of the candidates presented for the post of President of the AfDB and DECIDES that all candidates nominated and interested should submit their applications to the AfDB in accordance with its rules and regulations;

5. DECIDES that:

i) mistakes were made all round regarding the position of Judge to the International Criminal Court to which the DRC candidate was elected;

ii) no sanctions shall be imposed on the Member States concerned;

iii) a Working Group of African Permanent Representatives in Addis Ababa shall be set up to study the situation relating to compliance with the Committee’s rules of procedure;

iv) the Working Group shall be composed of representatives of the Republic of Cameroon for Central African region, the Republic of Uganda for Eastern African region, the Republic of The Gambia for Western African region, the Republic of South Africa for Southern African region and the People Democratic Republic of Algeria for Northern African region. The Working Group, which should report at the next session of the Committee, shall be facilitated by the Commission;

v) the mandate of the Secretariat shall be clearly defined and the Secretariat be provided with the requisite support and resources to discharge its mandate effectively, taking into account the challenges facing the Committee in accessing useful information on details relating to candidatures.
