DECISION ON IMPLEMENTATION OF THE PREVIOUS DECISIONS OF THE
EXECUTIVE COUNCIL AND THE ASSEMBLY OF THE AFRICAN UNION

The Executive Council,

1. TAKES NOTE of the Report on Implementation of the Previous Decisions of the Executive Council and the Assembly of the African Union and ENDORSES the recommendations contained therein.

2. REQUESTS the Commission in collaboration with the Permanent Representatives’ Committee (PRC) to ensure :

i) Rationalization of the number of meetings held per year;

ii) Decisions proposed by the Commission do not exceed three (3) per Department and also ensure full implementation within the reporting period before another decision is taken on the same subject matter;

iii) The agenda of the Summit and decisions are rationalized to address strategic rather than administrative issues;

iv) Adequate financial resources are allocated to enable the Commission effectively implement the decisions of the Policy Organs;

v) Adoption of necessary measures to strengthen and use effectively monitoring and evaluation mechanisms for the implementation of Policy Organs decisions through the improvement of the follow-up matrix;

vi) Decisions adopted are reported on once a year to provide for adequate time for implementation by both the Commission and Member States of the same;

vii) Adequate resources are allocated to the Commission to speed up recruitment of qualified personnel;

viii) Decisions on which no action is taken after two (2) or three (3) years are recommended to the Policy Organs for cancellation;

ix) Review the process for adoption of Protocols/Treaties to facilitate ratification by Member States;

x) Implementation of decisions that require funding by partners are limited and that Member States make their contributions to the Union in a timely manner to allow for implementation of decisions.

3. REQUESTS the Commission to report on the implementation of this Decision to

the Ordinary Session of the Executive Council scheduled for January 2017.
