The Executive Council,
1. TAKES NOTE of the Report and Recommendations of the Meeting of the Second Specialized Technical Committee (STC) on Justice and Legal Affairs held in Lome, Togo from 1 to 9 September 2016;
2. ALSO TAKES NOTE of the following Draft Legal Instruments:
i) Draft Statutes of the African Union Mechanism for Police Cooperation (AFRIPOL);
ii) Draft Amendment to the Constitution of the African Civil Aviation Commission.
3. DECIDES to recommend the above-mentioned Draft Legal Instruments to the Assembly for consideration and adoption, with amendment to Article 10 (4) of the Constitution of the African Civil Aviation Commission as follows:
The quorum for the Plenary shall be simple majority (fifty percent plus one) of Member States.
