DECISION ON THE REPORT OF THE MINISTERIAL COMMITTEE ON AFRICAN CANDIDATURES WITHIN THE INTERNATIONAL SYSTEM Doc EX.CL/1296(XXXIX)

The Executive Council,

A. WELCOMES the Report of the Ministerial Committee on African Candidatures within the International System.

B. ENDORSES:

(All candidatures for elections scheduled to take place by 2022 shall be endorsed taking into consideration the current situation of COVID-19 that has affected the holding of the Executive Council Session in timely manner and pending the adoption of the revised Rules of Procedures)

1. For election as a Member of the United Nations Human Rights Council (HRC) for the period 2022-2024, during the election scheduled for October 2021 in New York, USA, endorses the candidatures of:

State of Eritrea

Republic of Somalia

2. For election as a Member of the United Nations Human Rights Council (HRC) for the period 2023-2025, during the election scheduled for November 2022 in New York, USA, endorses the candidatures of:

Republic of Sudan (Re-election)

These candidates are endorsed in addition to the candidatures of the People’s Democratic Republic of Algeria and the Kingdom of Morocco endorsed by the 37th Ordinary Session of the Executive Council in October 2020.

3. For election as a Member of the Executive Board of the United Nations Educational, Scientific and Cultural Organization (UNESCO) for the period 2021-2024, during the election scheduled for November 2021 in Paris, France, endorses the candidatures of:

These candidates are endorsed in addition to the candidatures of the Republic of Djibouti, Islamic Republic of Mauritania and United Republic of Tanzania endorsed by the 37th Ordinary Session of the Executive Council in October 2020.

NB. The Ministerial Committee has to be advised by the African Group in New York of the status of all submissions in order to take an appropriate decisions.

Ahmed Fathallah of the Arab Republic of Egypt endorsed by the 37th Ordinary Session of the Executive Council, as well as the candidatures of Mr. Yacouba Cisse of the Republic of Cote d Ivoire (Re-election) and Mr. Louis Savadogo of Burkina Faso endorsed during the 36th and the 32nd sessions of the Executive Council, respectively.

NB. THE NUMBER OF SEATS ALLOCATED FOR AFRICA ARE NINE (9) SEATS. The Ministerial Committee has to be advised by the African Group in New York in order to take an appropriate decision.

10. For election as a Member of the International Civil Service Commission (ICSC) for the period 2023-2026, during the election scheduled for June 2022 in New York, USA, endorses the candidatures of:

NB. This request shall be referred back to the Northern African Region for further consultations and agreement on one single candidate for the Region. The decision of the Executive Council has to be informed by the advice of the African Group in New York, USA during the next Ordinary Session.

D. ON THE RULES OF PROCEDURE

TAKES NOTE of efforts made by the African Union Commission to revise the Rules of Procedure for the Ministerial Committee on African Candidatures within the International System; FURTHER REQUESTS the Commission to finalize the Rules of Procedure and submit them to the next Ordinary Session of the Specialized Technical Committee (STC) on Justice and Legal Affairs for consideration in readiness for adoption by the Executive Council during its Ordinary Session in June/July 2022

E. ON DELEGATION OF AUTHORITY

COMMENDS the Permanent Representatives of Member States of the Ministerial Committee on African Candidatures within the International System for taking all necessary steps to ensure that all documents related to this Committee are reviewed and synchronised in a timely manner; and FURTHER REQUESTS the Committee at the Ambassadorial Level to continue supporting the work of the Committee at the Ministerial Level.
