E. TAKES NOTE of the candidatures of the Republic of Cameroon and the Republic of South Africa for the post of President of the 79th Session of the General Assembly of the United Nations for the period 2024-2025, which

election is scheduled for June 2024 in New York and instructs the African Group in New York to facilitate further consultation between the two countries in order to agree on one African candidate for this important post and to report back to the next session. ALSO DIRECTS the African Group in New York to develop a concrete rotational plan for the Presidency of the UNGA when it is Africa’s turn to provide a candidate.

F. TAKES NOTE of the candidatures of United Republic of Tanzania and the Republic of Mozambique to the Membership of the Bureaus of the 6th Main Committees of the United Nations General Assembly for the period 2022- 2023, during the election scheduled for September 2022 in New York, and decides to refer consideration of this post to the African Group in New York for further consultation to agree on one African candidate and report back to the next Session.

37. Membership of the Advisory Committee on Administrative and Budgetary Questions (ACABQ) for the period 2024-2026, during the election scheduled for December 2023 in New York:

H. ON THE NEW E-CANDIDATURE PORTAL,

The Council,

38. WELCOMES the Commission’s initiative to create a new e-Candidatures Portal as an on-line tool to centralise, record, monitor and ease the process of submission of candidatures by Member States for consideration by the Ministerial Committee and relevant AU multilateral missions;

39. REQUESTS that the new e-Candidatures Portal should be included in the revised Rules of Procedure of the Ministerial Committee on African Candidatures within the International System as a new on-line tool for submission of Candidatures by Member States, with training programmes for all potential users including Member States Focal Points and AU staff, and resubmit for final consideration by next Executive council.

I. ON THE RULES OF PROCEDURE

40. TAKES NOTE of efforts made by the Commission towards the revision of the Rules of Procedure for the Ministerial Committee on African Candidatures within the International System; FURTHER REQUESTS the Commission to expedite the finalisation of the Rules of Procedure and its submission to the next Ordinary Session of the Specialized Technical Committee (STC) on Justice and Legal Affairs for consideration in readiness for its adoption by the Executive Council during its Ordinary Session in June/July 2022

J. ON DELEGATION OF AUTHORITY

41. COMMENDS the Ministerial Committee on African Candidatures within the International System at the Ambassadorial Level for taking the necessary steps to ensure that all documents related to this Committee are reviewed and synchronised in a timely manner; and REQUESTS the Committee at the Ambassadorial Level to continue working closely with the relevant African Groups, particularly in New York and Geneva, for synergy and coordination.

42. URGES the Africa Groups where applicable to take appropriate actions to coordinate Member States efforts to fill the pending seats and to ensure full implementation of the Executive Council Decisions on African Candidatures within the International System.

43. INSTRUCTS the PRC to allocate adequate budget for the activities of the Ministerial Committee on African Candidatures within the International System responsible for the implementation of decisions on candidatures.
