Regulation C/REG.4/6/12 Allocating a Supplementary Budget to the ECOWAS Youth and Sports Development Centre for the 2012 Financial Year

The Council of Ministers;MINDFUL of Articles 10, 11 and 12 of the ECOWAS Treaty as amended establishing the Council of Ministers and defining its composition and functions;MINDFUL of the provisions of new Article 17 of Supplementary Protocol A/SP1/06/06 amending the Revised Treaty establishing the ECOWAS Commission and defining its composition;MINDFUL of the provisions of Article 72 of the said Treaty on the Community Levy;MINDFUL of the provisions of Article 69 of the Treaty on the Budget of the Community Institutions;MINDFUL of Regulation C/REG.5/05/09 adopting the Financial Regulations of the Economic Community of West African States (ECOWAS);MINDFUL of Regulation C/REG.10/12/11 relating to the budget of the Commissions, Agencies, Centres and Bureaux for the year 2011 allocating an amount of Two million four hundred and twenty three two hundred and eighty two Units of Accounts (UA2,423,282) to the ECOWAS Youth and Sports Development Centre for its programme and administrative expenses.RECALLING that as a result of the marginal increase allowed in the overall 2012 budget of the Commission, the ECOWAS Youth and Sports Development Centre received a total programme budget allocation of One million five hundred and fifteen thousand, five hundred and fifteen Units of Accounts (UA1,515,515), only, for its 2012 programmes against the requested amount of Two million two hundred and twenty three four hundred and sixty five Units of Accounts (UA2,223,465).CONSIDERING that the ECOWAS Youth and Sports Development Centre was constrained to suspend the implementation of some of its vital programmes due to the insufficiency of its budget;CONVINCED that the ECOWAS Youth and Sports Development Centre has to be granted sufficient resources to enable it implement important training and capacity building programmes for the youths in the region;DESIROUS therefore of approving a supplementary budget for the ECOWAS Youth and Sports Centre for its planned programmes in 2012ON THE RECOMMENDATION of the 11th Meeting of the Administration and Finance Committee meeting held in Abidjan on 15 and 16 May 2012;ENACTS

Article 1

A Supplementary Budget for the ECOWAS Youth and Sports Development Centre in the 2012 Financial Year in the amount of four hundred and forty five nine hundred and fifty five thousand nine hundred and fifty five Units of Account (UA445,955) is hereby approved.

Article 2

The ECOWAS Commission shall publish this Regulation in the Official Journal of the Community within thirty (30) days upon its signature by the Council of Ministers Chairman. It shall also be published by each Member State in its Official Gazette within thirty (30) days following notification by the Commission.
