RESOLUTION ON OAU AD-HOC COMMITTEE ON THE SCALE OF ASSESSMENT AND CONTRIBUTIONS


The Council of Ministers of the Organization of African Unity, meeting in its Fortieth Ordinary Session in Addis Ababa, Ethiopia from 27 February to 5 March 1984,


Having considered the report of the Secretary-General of the OAU on Financial Problems facing the OAU as a result of arrears of contributions outstanding against Member States as contained in Document CM/1233 (XL),


Bearing in mind the fact that certain Member States feel that the Scale of Assessment contained in Resolution CM/Res.903 (XXXVII) adopted by the Thirty- seventh Ordinary Session of the Council of Ministers held in Nairobi, Kenya from 15 to 21 June 1981 is unfavorable to them,


Aware of the magnitude of the financial responsibility of the OAU in general, and its obligations towards the implementation of the Lagos Plan of Action and the Final Act of Lagos in particular:


  1. APPEALS to Member States of the OAU, to take greater interest in the solvency of the OAU and the collective integrity of its membership by honoring regularly their financial obligations to the Organization;


  1. DECIDES to extend the terms of reference of the Ad-Hoc Committee on the Scale of Assessment composed of Angola, Cape Verde, Kenya, Lesotho, Nigeria and Tunisia to be seized of the reviewing of the Scale of Assessment of contributions;


  1. ENTRUSTS the Ad-Hoc Committee to also study the question of arrears of contributions by Member States with a view to finding ways and means of

ensuring that Member States regularly honor their financial obligations to the Organization;


  1. URGES Member States which contest the Scale of Assessment or any Member State that so desires to submit to the Ad-Hoc Committee through the Secretariat concrete alternative proposals or criteria for the assessment of contribution;


  1. REQUESTS the Ad-Hoc Committee to submit a preliminary report to the Forty-second Session of the Council of Ministers and the final Report to the February Session of the Council in 1937.
