RESOLUTION ON THE PREVENTION AND CONTROL OF AIDS IN AFRICA



The Council of Ministers of the Organization of African Unity, meeting in its Fifty- second Ordinary Session in Addis Ababa, Ethiopia, from 3 to 8 July 1990,


Considering the progress report of the Secretary-General in Document CM/1623 (LII) on “Health – Basis for Development”,


Recalling Resolution CM/Res.6 (LII) of the Conference of African Ministers of Health of the OAU, meeting in its 3rd Ordinary Session in Kampala, Uganda in May 1989,


Commending the resolute support of Member States to the Anti -Aids campaign strategy and for the implementation of the activities at regional and national levels,


Noting with satisfaction the wide ranging efforts made by the international community in strong spirit of solidarity in the light against AIDS disease,


Considering the rapid increase in the prevalence of AIDS which has transformed it into one of the major health problems of the world in general and of Africa in particular,


Concerned with the distinctive threat to the youths and its adverse impact on the socio - economic development and population equilibrium of Member States,


Acknowledging the importance of interaction into other Primary Health Care activities, in centralization and research for the success of the Anti-AIDS campaign:


  1. URGES the Secretariat to:


    1. Promote and develop information flow, education and communication systems in order to increase public awareness,


    1. Enhance their collaboration with WHO, UNICEF, and other international organizations as well as with other OAU Member States in a spirit of genuine dialogue and free exchange of information,


    1. Pay special attention to the protection of child ren, adolescents and nationals in rural areas,

    1. Strengthen their Anti-AIDS programs with special emphasis on blood transfusion services, uses of sterile instruments, personal hygiene, water supply and integration with other Primary Health Care activities as well as decentralization, training and research,


    1. Protect the rights and dignity of nationals with HIV infection or suffering from AIDS,


  1. EXPRESSES ITS GRATITUDE to the WHO, and the international community for their support to the campaign against AIDS and the attempts made to decentralize the campaign activities in accordance with the principles of Primary Health Care;


  1. CALLS ON the international community to increase its financial and other necessary assistance for the implementation of the campaign against AIDS activities;


  1. URGES the OAU in collaboration with WHO, UNICEF and all other concerned organizations to assist the programs of decentralization process that has already been initiated and ensure back-up and monitoring of national programs;


  1. REQUESTS the OAU Secretary-General to report to the Fourth Session of the OAU Conference of Africa Ministers of Health, scheduled in 1991, and the 54th Ordinary Session of the Council of Ministers on the progress made in the campaign against AIDS.
