Resolution on Progress made in Implementing The Program for Agricultural Management Training for Africa (AMTA)

RESOLUTION ON PROGRESS MADE IN IMPLEMENTING THE PROGRAM FOR AGRICULTURAL MANAGEMENT TRAINING FOR AFRICA (AMTA)


The Council of Ministers of the Organization of African Unity, meeting in its Fifty -third Ordinary Session in Addis Ababa, Ethiopia, from 25 February to 1March 1991,


Having considered the request of the Secretary-General on the AMTA Project, Doc. CM/1653 (LVIII),


Convinced of the decisive role the development of agricultural production plays in the search for food self-sufficiency as stipulated in the Lagos Plan of Action,


Conscious of the imperative need for Africa to have competent Africans for the development and harmonious management of all the agricultural components,


Conscious of the need to extend the program to cover the entire Continent so that all OAU Member States might benefit from it:


  1. EXPRESSES SATISFACTION with the initiatives taken by the General Secretariat to implement the AMTA Project, as well as the results already Obtained within the framework of the first three sub-programs and the Measures taken to implement Sub-Programs IV and V;


  1. EXTENDS its heartfelt thanks to all donors and financial institutions, particularly IFAD, the African Development Bank and the World Bank,

for the multiform assistance to Africa through the AMTA Project and URGES them to sustain this assistance with a view to covering the entire continent;


  1. APPROVES the planned ultimate institutionalization of the AMTA Project and gives its agreement in principle to the framework proposed in this direction;


  1. REQUESTS that institutions sponsoring the Project deploy all efforts to sensitize potential funding sources for the establishment of a fund to finance the program, and REQUESTS the ADB to use its training center to play a major role in the implementation of the new program;


  1. CONSEQUENTLY MANDATES the Secretary-General to provide the Scientific, Technical and Research Commission (OAU/STRC) with all the Political and financial support likely to enable the OAU to contribute effectively in the implementation on the Project.
