RESOLUTION ON REPARATIONS FOR THE WRONG DONE TO AFRICA THROUGH THE EXPLOITATION OF SLAVES AND SLAVE TRADE


The Council of Ministers of the Organization of African Unity, meeting in its Fifty -fifth Ordinary Session in Addis Ababa, Ethiopia, from 24 to 28 February 1992,


Recalling its Resolution CM/Res.1339 (LIV) adopted at its preceding session,


Having considered the interim report of the Secretary-General on the implementation of Resolution CM/Res.1339 (LIV),


Convinced that the question of reparations is an important issue calling for a methodical and scientific preparation backed by political action not only from Africa but also from the international community:


  1. TAKES NOTE of the interim report of the Secretary-General;


  1. EXPRESSES ITS APPRECIATION for the efforts made and initiatives taken since its last Ordinary Session by the Secretary-General to implement Resolution CM/Res.1339 (LIV);


  1. MANDATES the Secretary-General to take the appropriate measures to set up the following mechanisms as soon as financial resources are available:


    1. A Sponsoring Committee composed of eminent personalities from from Africa and other regions of the World;


    1. A Committee of scientific experts to prepare the technical documents;


© A Secretariat at the Headquarters consisting of a secretary and two experts backed by officers from the OAU General Secretariat.


  1. APPEALS to Member States, Africans on the continent and those of the diaspora and to all people of goodwill the world over, to contribute materially and financially to the realization of this project;


  1. PAYS TRIBUTE to Chief MK Abiola of Nigeria for his commitment to and action in favor of reparations.
