RESOLUTION ON PROGRAM FOR 1993/1994 FINANCIAL YEAR


The Council of Ministers of the Organization of African Unity, meeting in its Fifty - seventh Ordinary Session in Addis Ababa, Ethiopia, from 15 to 19 February 1993,


Having considered the Report of the Board of External Auditors on the Accounts of the General Secretariat for the 1991/1992 Financial Year and comments thereon by the General Secretariat on one hand and by the Advisory Committee, on the other, Document CM/1741 (LVII) Add.1 – 13,


Having considered the report of the Advisory Committee on Administrative, Budgetary and Financial Matters relating to the proposed Program Budget for 1993/1994 Financial Year (Doc. CM/1746 (LVII)),


Having considered further the Program Budget recommended by the Fifty-seventh Ordinary Session of the Advisory Committee for 1993/1994 Financial Year (Doc. CM/1743 (LVII) Rev.2),


Bearing in mind the overall objectives of the Organization, namely political and socio - economic integration as well as peaceful management of political change on the continent as a pre-condition for socio-economic development in Member States:


  1. ENDORSES the recommendation contained in the report of the Board

of External Auditors as approved by the Fifty-seventh Ordinary Session of the Advisory Committee, and further endorses the recommendations of the latter as contained in its report submitted to Council under Doc. CM/1746 (LVII);


  1. APPROVES the 1993/1994 Program Budget and adopts the budget of US$27,972,470.00 for the programs of the Organization during 1993/1994 Financial Year;


  1. APPROVES the recommendations of the Board of External Auditors aimed at avoiding under-budgeting and over-budgeting and decides to review paragraph 2 (b) of Resolution CM/Res.1279 (LII), which is modified as follows: in future, the regular budgets of the Organization should be kept within a growth rate ceiling of 10% in relation to the average of the actual expenditures of the three previous Financial Years;


  1. URGES Member States to promptly meet all their financial obligations on time in order to make available necessary resources for the effective functioning of the Organization;

  1. REQUESTS the Secretary-General, in consultation with the Advisory Committee to study ways and means of mobilizing extra-budgetary resources in order to enable the Organization to meet its new challenges and increasing responsibilities and to submit a report to the Fifty-ninth Ordinary Session of Council, in February 1994.
